Why I founded Moore Consulting

I have spent more than two decades studying how people operate inside systems, and how those systems either help them succeed or quietly set them up to fail. My background sits at the intersection of psychology, operations, and execution.

Before Moore Consulting, I spent eleven years in corporate HR. I built hiring engines, designed onboarding systems, fixed escalation patterns, and helped operators get out from under the people decisions that should have never reached their desk.

Before that, I ran a referral-only consulting practice helping PhD candidates get across the finish line of their dissertations. The turning point came one afternoon when the department chair of Texas A&M's College of Education called me. He had just finished addressing a room of more than 150 PhD candidates.

"Colleen, I just told all of them they have to call you before submitting anything to their dissertation committee."

That single phone call changed the trajectory of the practice. The work was about helping smart, capable people get unstuck from messy structure.

Before that, I worked in community mental health with non-profits. And before that, I was a research analyst for a Washington DC think tank.

Different industries. Same pattern. People who looked stuck were almost always operating inside systems that quietly made it impossible to win.

I started Moore Consulting because I kept seeing the same thing inside multi-location and franchise businesses. A founder or operator drowning in people decisions across multiple locations, convinced they had a people problem. Almost every time, the real issue was the structure underneath. Standards weren't clear. Thresholds for escalation didn't exist. Managers were guessing. The owner was the bottleneck.

This is not a people problem. It is a structure problem.
The foundation of everything I do.

The lens behind the work

I hold two Master's degrees. One in Industrial/Organizational Psychology, the science of how people perform inside organizations. One in Human Factors Psychology, the science of designing systems people can actually use.

Most HR consultants come from compliance or recruiting. I came in through psychology. That is why I look at most people problems and see structure first, not personality.

How I work

Direct. Collaborative. Execution-focused. If something will not work in your day-to-day, we don't build it.

Simple, not simplistic

Clear workflows and tools without turning HR into a maze.

Compliance-aware

Practical guardrails that reduce risk while you grow.

Built to sustain

Systems your managers can run without constant reminders.

Client-first

I will not push services you don't need. If we are not the right fit, I will say so and stay in touch in case the timing changes.

Who I work with

Founders and operators of multi-location and franchise businesses with roughly 20 to 300 employees and little or no internal HR support. The work translates across industries:

Quick service restaurants and franchise food brands
Fitness and boutique studios
Hospitality and lodging
Home services

The common thread: leaders who need their people systems to scale as fast as their operations do, without hiring a full internal HR department.

Recognition

🏆
2026 American Business Awards
Bronze Stevie Award Winner , awarded for the work behind the Moore Consulting approach.

Beyond the work

I spent most of my life near the coast. Denver has been home for the past four years, and the mountains have not been a bad trade.

When I am not working with clients, I am usually on my bike, in open water, or running a triathlon. I have been married for twenty-five years to a husband I adore and have a son I am incredibly proud of. I am passionate about most things I do, which tends to be obvious within the first two minutes of meeting me.

A few questions I get a lot

What kind of operator is this for?
Founders and operators of multi-location or franchise businesses with 20 to 300 employees who are still the default answer to most people questions inside their company. The work is built for businesses that have outgrown informal people practices but are not yet ready for a full internal HR department.
How is this different from a generalist HR consultant?
Most HR support is built around compliance and paperwork. My work is built around operations: hiring engines, manager accountability, escalation maps, and decision infrastructure. The goal is fewer people decisions reaching the owner, not more checklists.
What if we are not sure we need help yet?
Book a discovery call. I will ask focused questions and we will map your most urgent priorities, often starting with a people systems diagnostic. If your situation does not need outside support yet, I will tell you. I will not sell you something you don't need.
Where are you based and who do you serve?
